The man in the riddle of the hotel?

A man lives in an oceanfront hotel in Myrtle Beach, SC. He likes to surf and skimboard. He lives in the attic of the hotel. (Floor 25) Every day, when you eat lunch, you can ride the elevator to the bottom and has no problems. However, when he gets home, he always has a problem. He can only take the elevator to floor 12. So he has to take the stairs to get home. He has made several complaints to management, but they are being difficult. He says it only on rainy days you can travel by elevator to get to your floor.
